This is shop mechanic extraordinaire, Butch Wells’ Schwinn Paramount.  This bike came in for consignment a few years ago, and Butch had to spring for it, claiming that he had lusted after this particular bike when he was younger.  He says that it’s unfinished, and plans on updating the 27” wheels with some 700c chromed out Mavic MA2 hoops.
